EMU Leads the Way in Public Services

As the only state university in Northern Cyprus, EMU is well aware of its responsibilities regarding public services. Recognizing this responsibility, Eastern Mediterranean University-Continuing Education Centre (EMU-CEC) organized a three part education course directed towards the personnel of the TRNC Ministry of Finance, Money, Exchange and Development Fund Office. The organization involved academic staff from EMU School of Computing and Technology (SCT), Accounting and Taxation Applications Department.

In the statement provided by the Director of EMU SCT Assoc. Prof. Dr. Mustafa Ilkan, higher education was described as a three-legged mechanism. One leg of this mechanism was described as public services. Assoc. Prof. Dr. Mustafa Ilkan also underlined the fact that the EMU is the first and only state university in the TRNC noting that it provides educational programs directed towards various service sectors with the aim of increasing the quality of these sectors. Assoc. Prof. Dr. Mustafa Ilkan also stated that one of the missions of the SCT is providing public services, pointing out that the SCT is successfully carrying out this mission.

The said training programs were delivered by the School of Computing and Technology (SCT) Accounting and Taxation Applications Department staff members Ayhan Tecel, Guzide Atai and Kezban Arat. The first two parts of the programme took place at the Department of Money, Exchange and Development Fund. The first part of the education course was titled ‘Basic Accounting’ and was convened by Guzide Atai. The second part of the education course was titled ‘Auditing’ and was convened by Kezban Arat. The third and final part of the course titled ‘Accounting with Computers’ was delivered by Ayhan Tecel at EMU SCT Accounting and Taxation Applications laboratories.

The course provided the attendants with new information and the refreshing of information regarding a wide range of topics like basic accounting, basic financial tables, calculations in accounting, methods of registration, end of term calculations, general framework of auditing, auditing standards, morality and standards of quality control, reporting financial fraudulence and legal responsibility, aims of auditing, running of auditing programmes, internal control and measuring internal risk, proof of auditing and auditing techniques, completion of auditing and creating reports, definition and history of accounting with computers, accounting programs, starting a business with the EXPERT program, setting up businesses, opening balance sheets, opening record inventories, daily operations, current accounts and accounting programs relating to financial tables.

A ceremony took place at TRNC Ministry of Finance upon completion of the course. Participants were handed their certificates by former Finance Minister Birikir Ozgur, Undersecretary Ahmet Havutcu, Private Secretary Emete Baylan, Director of the Accounting and Taxation Applications Department Sifa Karahasanoglu, Head of the EMU-CEC, Prof. Dr. Ugur Ulas Dagli, Assistant Head of the EMU-CEC, Assoc. Prof. Dr. Orhan Korhan and EMU-CEC Coordinator Nibel Tektan.

In his statement Director of EMU SCT Assoc. Prof. Dr. Mustafa Ilkan also noted that EMU SCT provides 2 and 3 year programmes in Electrical and Electronic Technology, Computer Programming, Mapping and Cadastral Survey, Accounting and Taxation Applications, Construction Technology, Medical Documentation and Biomedical Equipment Technology. In addition, he noted that 4 year programmes are available in Computer Technologies and Informatics, at both undergraduate and postgraduate levels. Noting that all programmes are EU approved (ASIIN AND FIBAA Germany),  Assoc. Prof. Dr. İlkan highlighted the fact that admissions for TNRC vocational high school graduates does not require the passing of an entrance exam. Vocational high school graduates are also eligible for government scholarships.
